The up and down struggle of online gambling in the United States is worthy of a major novel or a political prime time TV drama. Representative Barney Frank was able to get an online gambling bill out of committee, but did so just before the election. Now, with a Republican controlled House about to take shape the bill may not have much hope.

The Senate is a different story. Senate Majority Leader, Harry Reid of Nevada, is still trying to get a bill pushed through before the end of the legislative session. He has done so by trying to attach it to several pieces of unrelated legislations before the session ends. (For the record, the ban on online gambling came into effect in the same last minute deal in 2006.) However, he has been blocked at almost every turn. Senator Reid, a Democrat, is finally starting to see some support from some Republican Representatives from his home state. They see the regulation bill as good for their state as well as the country. Americans are gambling online, why not regulate it and protect the consumers while making money for the government? In any case, it is a race to the finish. It doesn’t look good. With any kind of luck, Congress will be able to look at the bill with fresh eyes when the new session starts.

Gambling is always a hot legal topic. Governments from the local to the federal have a wide variety of ways of dealing with gambling. Those caught gambling online could be subjected to fines up to 2,000 rubles. “Previously the law only concerned organizers of gambling, and now the gamblers themselves will also be responsible,” commented Mr. Savvidi. This is one of the few anti-online gambling laws in the world that would be aimed at the online gambler. He and others claim this would help limit under age gambling, which seems to be on the rise in Russia.

Those who participate in online gambling in Russia have been doing so by claiming to be elite lottery clubs or computer clubs. In Moscow alone, the number of these clubs as almost quadrupled from twenty-three to ninety-eight. Russian law enforcement swiftly cracked down on these clubs closing seventy-eight in a relatively short period of time. Part of the reason for the quick crack down was do to legal language. A definition of “slot machine” was found. This helped law enforcement agencies close the loopholes in Russia.

Online gambling got a big vote of confidence earlier this month when the New Jersey State Senate voted on and passed a bill that would allow for the intrastate, internet gambling. The online casino bill headed to the Assembly floor. History has shown that these two houses of the state congress don’t always agree. Changes are usually made. However, the Assembly passed a bill that would move online casino gambling forward in the state. The bill was narrowed down a bit. As predicted the bill allowed for online gambling for those within the state to be run by the state’s casinos. However, international gamblers would no longer have access to the online casinos. The international measure posed “World Trade Organization concerns,” according to State Sen Raymond Lesniak. The new bill would also not allow racetracks to host electronic portals. The bill is expected to bring $37 million in gaming revenue. Some of the new revenue would go to help the New Jersey Racing Commission.

Online gambling may be headed to the Governor’s desk, but there are still major issues being hammered out. Again, and as always, most of it deals with horse racing.

However, one of the bigger issues to pop up (and almost out of nowhere) still deals with how the new Atlantic City tourism industry would be run. The Governor wants more state control. The Casino Reinvestment Development Authority would take over casino regulation from city commissions. The CRDA would also be in charge of law and code enforcement.

All of this is still being hashed out in the state’s legislative bodies. There is much to debate, as these new casino and gambling laws would have a profound effect on a great deal of the state of New Jersey. State lawmakers are torn between trying to get the bills passed quickly in hopes of jump starting the economy, or taking their time to have deliberate hearings and debates. It’s a drama worth watching.

Since the New Jersey governor launched his idea for reviving Atlantic City, those in central and northern New Jersey have called foul. They feel they have been left behind, in attempts to rescue the state’s economy. Governor Christie has been outspoken in saying that he feels the horse racing industry needs to be self sustaining, while the casino industry needed state support as it tries to compete with casinos in neighboring states. Almost immediately this set off legislatures, particularly Democrats, who started holding forums across the state in order to find a solution. The Atlantic City casino bill seems to be the one most in flux. However, horse racing legislation might be coming to a tidy end (stress: might).

“The racing bills are essentially done,” commented Democratic Assemblyman John Burzichelli. There has been a legislative package that seems to clear the air on some of the major issues. Some of the legislation would take time to go into effect, while other issues would be ready for the upcoming season. The first issue to help save money on horse racing and gambling would be to cut the number of races. The Meadowlands, for instance, would see its standardbred races cut from 149 to 100. The same bill would also allow for parimutuel gambling pools. These pools would help fund breeding, training, and housing of horses in New Jersey. This measure would also cut back the risk taken by gambling operators.

Then there comes the idea of online gambling within the state. Lawmakers are trying to pass a bill that would allow for intrastate internet gambling. This means that only someone within New Jersey would be allowed to access the online casino sites. (Although, technically, anyone outside the United States would be able to, also.) The online casinos, though, would be able to make private deals with out of state race tracks for the rights to offering betting on races. Add to all this a measure to allow or not allow sports gambling. The state is currently not one of the few that is allowed the activity by federal law.

The casino hub, Atlantic City, will be going through some major changes. The governor of New Jersey, Republican Chris Christie, has laid out some ambitious plans to revamp how the city is run and the casinos and casino resorts are regulated. He has been outspoken on his views of the “dying” city and its economy. He wants the state to take more control over Atlantic City by creating a tourism district. In short, he feels this is the best way to clean up the city, restore its vibrancy, and attract investors who will bring visitors and jobs back to the Boardwalk. There has been legislation introduced on the Senate and Assembly floors in New Jersey. For the most part the idea of creating a tourism district and state control has been met with okay’s. However, amendments are being tacked on to the bill and that has some in the state’s legislature unhappy. Some are still trying to save the horse racing industry. One of the proposals the New Jersey Racing COmmission would receive $30 million over three years from money made by the casino industry. “I wish that wasn’t in there,” commented State Sen. Jeff Van Drew. He state’s that if the horse racing industry were to die out then it wouldn’t, “Put a knife in the heart of our state’s economy.”

Some our upset because of changes to law enforcement. The legislation would create a new division of the police to patrol the casino town. The commander of the new division would be appointed by the superintendent of the New Jersey State Police. However, funding for this is not included in the legislations. “I am concerned that in the absence of specific funding for public safety in the tourism district, most of the Police Department’s resources will be pulled into the tourism district, leaving few resources to address public safety in areas outside of the tourism district.” stated the mayor of Atlantic City. The biggest issue, though, is horse race gambling.
